We get all our archives from IEEE Xplore®. Recent entries use UTF-8 encoding (which is also used by literally every browser now) but it used to be different. That means that several characters that appear frequently in our line of work (e.g., μ, Ω, °, σ, Å, …) appear as gibberish codes that need to be converted to either the appropriate UTF-8 characters or HTML entities before displaying on the web.
